Small details and big obstacles

According to statistics, in the 1 to April this year, the United States has recalled 27 textile and apparel products, of which 22 of the total number of textile products recalled in China is.

Over the same period, the EU has recalled 182 textile and apparel products, of which 93 are Chinese textile and garment products.

Obviously, Chinese products account for a large proportion of them. The most important thing is that children's wear has become the protagonist of recall products, accounting for over 90.

In March, for example, the EU asked children to recall.

According to the reporter's investigation, Chinese children's clothing has frequently fallen on this kind of "little details". On the one hand, the quality of products is not qualified due to the fact that the production technology has not yet passed. But the most prominent problem is that there is an obvious "decoupling" phenomenon between the design of our textile products and the foreign laws and regulations.

Liu Jia, Secretary General of the China clothing association children's wear Specialized Committee, analyzed that at present, most of the children's garments exported in China are processed by orders, and the main reasons for the recall are also concentrated on accessories such as cords, buttons and so on.

From the overall situation of the order processing products, the design power is often controlled by the party who sends the order. The order making enterprise usually carries out the production according to the design plan of the other party. Even if the design scheme is sometimes from the receiving party, it must be checked by the other party's enterprise before entering the production line.

Therefore, children's clothing is recalled because of unreasonable design of rope and so on. The responsibility is not entirely in one side, and its handling should not be entirely borne by the manufacturer.

It is suggested that when accepting foreign trade orders, domestic enterprises should pay special attention to the order requirements and responsibilities of three aspects, such as the quality of the production process, the product's surface style, and the testing of component standards, so as to avoid the responsibility of recall.

Testing standards are not connected.

Detection is also an important reason for the recall of children's clothing.

In view of the importance of healthy growth of infants and children, the European Union and other developed countries and regions have long begun to attach importance to the safety of children's clothing.

Unlike in China, in Europe, such testing standards all have regulatory functions.

For example, in the European Union's EN14682 standard, "the circumference of the rope fixed on the garment or the coil is tightened, the circumference of the garment can not exceed 7.5cm. When the ring rope / coil is placed horizontally, the protruding length of the two points fixed on the garment should not exceed 7.5cm".

It is understood that China has also begun to realize that there is a lack of uniformity in the safety testing standards for children's clothing at home and abroad, and has formulated a series of norms and requirements.

For example, in August 1, 2009, China began implementing three national standards for children's wear, including safety requirements for ropes and belts for children's wear, safety specifications for children's tops and safety standards for children's clothing design and production.

Even so, China's relevant laws and regulations may not be fully integrated with foreign countries until now.

In response, Wu, manager of the Wenzhou red, yellow and blue children's clothing product organization, said in an interview with the newspaper: "although some standards have been set up in China, it is necessary to know that foreign laws and regulations have been changing. China is always catching up in the rear. There is always a poor speed in the middle, so there must be problems in testing."

Environmental awareness should be strengthened

The concept of green textile has become a trend in the global textile industry. Especially for children's clothing, its target group is infants and children with relatively low immunity and resistance ability.

When children's clothing is exported in China, they can not be ignored due to the limitation of environmental protection.

Like mechanical safety, Europe has relatively perfect standards and regulations in terms of chemical safety.

Recently, many clothes have been recalled in China because of over standard fuels such as azo fuel, ortho benzene two formate DEHP, toxic aromatic amines, DMF and so on.

In Europe, these ingredients are clearly defined.

"Red, yellow and blue" Wu manager also said that, at present, the domestic children's clothing industry is more confusing, the overall level is not high, and the low-priced products are flooded. Some enterprises are forced to choose unqualified raw materials under the pressure of cost, and the production process is not standardized and environmental protection, which leads to the final product environmental index.

This is a problem for the whole industry. We must call on the whole industry to be responsible for children, while considering economic benefits, we must not abandon social interests.

It can be seen that if we want to get rid of the embarrassment of the recall of foreign trade children's clothing, it is not a matter of immediate effect for a regulation, nor is it an enterprise's own strength. It is necessary for the government, industry and enterprises to link up and cooperate with each other to find out the causes from various aspects, change the present situation of the industry, and strive to make Chinese children's clothing improve the quality and open the world as fast as possible.
