"Small towns are low-density, decentralized and not compact. Urbanization Form is a necessary supplementary form in urbanization, but it is not appropriate to take small towns as the main form of urbanization, and should not be used as an important way to promote urbanization. It is not appropriate to advocate small towns with no distinction. On the first stage of the report, Yang Weimin, Secretary General of the national development and Reform Commission as one of the leading authors of the report, stressed that "the key development of small towns" is not in line with the laws and policies of urbanization in China.


Due to the constraints of development stage and institutional mechanism, China's urban agglomerations are facing many contradictions and problems in the process of rapid development: lack of unified planning, unreasonable spatial layout, continuous expansion of urban areas, serious loss of cultivated land, lagging behind in infrastructure construction, extensive economic growth mode, weak industrial competitiveness, imperfect urban employment and public service, prominent citizenization of migrant workers, prominent contradiction between supply and demand of resources, and intensification of ecological environment problems.


To this end, the report puts forward a series of policy recommendations to promote the healthy development of urban agglomerations.


First of all, we need to adjust the spatial structure. The adjustment of spatial structure should be included in the connotation of economic structure, and the focus of promoting land urbanization should be adjusted and optimized, and space utilization efficiency should be improved. At the same time, we should expand the living space, green ecological space, infrastructure and service space, ensure the agricultural production space, and reduce the occupation space of industrial and mining and rural residential areas.


Secondly, we should promote and foster the development of the 20 urban agglomerations. We will optimize the development of 3 megacities, namely, the Bohai rim (including Beijing, Tianjin, Liaoning, central and southern Jiaodong), the Yangtze River Delta and the Pearl River Delta. We should focus on the development of 8 major urban agglomerations. That is to say, hachang area (Heilongjiang province's hardaqi and Jilin Changji area), Southeast Fujian (Fujian coastal area), Jianghuai region (Anhui Wanjiang area), Central Plains (central Henan), middle reaches of Yangtze River (including Changsha Zhuzhou Xiangtan in Hunan, Wuhan city circle of Hubei, Chang nine area of Jiangxi), Guanzhong Plain, Chengyu area, Beibu Gulf area. We should cultivate 9 urbanization areas, such as the central southern city circle and the Taiyuan metropolitan area.


At the same time, we should carry out the guideline of classifying and guiding the development of small towns. For small towns located in the urban agglomerations and large cities, we should encourage economic development and population gathering, and share the specific functions of functional urban agglomeration. We should encourage small cities and towns with specific and irreplaceable resources to rely on superior resources to develop in distinctive directions, unique functions and excellent environmental beauty. We should support their sound public service functions in small towns located in the main agricultural production areas and key ecological functional areas, and form a public service center in a certain area.


The "urban integration" of the urban agglomerations promotes the construction of functional urban agglomeration with clear division of functions, mutual connection of industrial location, green ecological space and convenient access to personnel, and strengthens the unified layout and sharing of infrastructure such as transportation, energy sources, communications, environmental protection, disaster prevention and mitigation, and improves the integration, networking and homogenization level; controls the urban growth boundary, delineates urban boundaries, limits the encroachment of surrounding rural areas and ecological areas, increases the density of built-up areas, promotes the urban functions of moderately large and moderately concentrated cities, and enhances the industrial functions of small and medium-sized cities and the public services and living functions of small towns, so as to prevent "big pie" and "urban disease".
