In the town of Ruian, automobile manufacturing and other manufacturing industries are quite developed. Many foreign businessmen often come to buy and negotiate business there. Many of them stay in the hotel where they work.

However, he seriously inspected many local enterprises. After comparing some industries, he found that the technical content of the motorcycle parts was higher and the investment was large in the early stage. The shoe enterprises were labor-intensive industries with lower cost, so they decided to start from shoes making.
