Development Trend Of Textile Eco Label

2012/1/21 12:15:00 23

Through the European Union textile The analysis of eco labelling system, combined with the relevant standards of eco textile products implemented in China, shows that there is not a comprehensive and comprehensive textile ecological standard and relevant laws and regulations in China at present. The awareness of environmental protection in production and processing enterprises has just been established, and is affected by many factors. In order to keep abreast of the international development trend, improve the competitiveness of China's products in the international market and protect the ecological environment, it is urgent to establish and perfect the standard system of ecological textiles in China, improve the technical content and quality of products, and promote the revival and development of China's textile industry.

With the increasing awareness of environmental protection, the pursuit of "green products" in textile production and consumption has become a major trend in today's development. The European Union issued an eco label system in 1992. After China's accession to the WTO, in order to effectively cope with technical barriers, enhance the quality of our textiles, promote industrial upgrading, and protect the ecological environment, it is imperative to study the European Union's eco textile labeling rules, analyze the development trend of China's eco textile labels, and respond positively.

  EU textiles Eco label system

1. basic situation

The European textile eco label system is an environmental labeling system developed by the European community. It consists of a series of legal documents related to ecological labelling. The establishment of an eco label system aims at promoting the awareness of ecological protection among manufacturers of all kinds of consumer goods in the EU, so that the product will not be harmful to the ecological environment from the design, production, sale to use until the final processing, so as to achieve the goal of improving the environment. It is internationally recognized as a high standard. Environmental Science Logo.

The EU has issued a guide to "government procurement should comply with ecological standards", which specifically encourages government procurement and use of "green products". This eco labelling system has already produced its profound environmental foundation, economic and technological foundation and legal basis in the EU.

The European textile eco label system has carried out eco labeling on 21 categories of textiles, mattresses, footwear, cotton paper, clothing cleaning products and other related textile products, and the list of products will be updated every year.

The European Union member states which have given the eco label have the right to check the production workshop and products of the producers to ensure the authenticity of the products and help manufacturers to publicize the environmental protection characteristics of their products to consumers. Once the products are labeled with eco labels, manufacturers can contact the awarding agencies and seek market help.

2., get the meaning of EU textile eco label.

It is of great significance for the enterprises to obtain the EU textile eco label. Eco labelling is a voluntary product mark issued by the European Union. Its application and application are expensive, and the application standards are stricter. If an enterprise obtains an eco label, it can enjoy the following rights:

(1) it helps to improve product quality and win a wider customer base. In order to encourage the use of eco products, the European Union actively recommends the products and manufacturers of EU eco labels to consumers through various channels. The member countries' Eco label management institutions also sponsor various activities to promote eco environmental protection products. Through this series of promotional activities, the eco label products can get the attention of consumers in the EU market soon, and enhance their popularity. At the same time, their products can be certified by eco label, which can shape a good corporate social image and win. Consumer And social trust to improve the added value of products.

(2) products sell well in "big Europe". The textile eco labeling system developed by the European Union has been recognized in its 15 member countries. It can be said that the eco label system developed by the European Union is currently the most widely used environmental certification system in the world. In recent years, the European Union has promulgated a series of environmental policies and regulations to enhance the threshold of products entering the EU market through "green barriers". If the product gets the eco label, the enterprise can not worry about the product being blocked by the EU's environmental regulations, but can sell well in its large area.

(3) meet the needs of the development of "green" international consumer goods market. After entering the twenty-first Century, the idea of sustainable development of the world has laid the great trend of "green road" for world economic development, and international trade, product production and consumption have entered the "green era".

The EU stipulates that textiles entering the market must be labelled or marked. The names, specifications and textile fibers of the textiles sold to consumers must be marked on labels.

Basic situation of eco textile labels in China

At present, there is no such standard as Oeke-Tex 100 to comprehensively summarize the contents of ecological labels in China. According to the current economic development in China, a number of standard combinations can basically meet the requirements of the European Union's eco textile Eco-label and Oeke-Tex 100 indicators, such as: GB 5296.4-1998 "instructions on the use of textiles and clothing for the consumer goods"; GB 18401 - 2010, "basic safety technical specifications for National Textiles"; GB 19601 - 2004, the limits and determination of 23 harmful aromatic amines in dyestuff products; GB/T 18885 18885 2009 technical requirements for ecological textiles; HJ /T 307-2006, technical requirements for environmental labeling products, ecological textiles; GB/T 8685-2008; code for textile maintenance labelling codes; and HJ "textile fiber content logo".

In 2003, the national textile product basic safety technical specification first put the requirements of ecological safety of textile safety into the national compulsory standard category, breaking the limitation of the quality standard of textile and garment industry, which has been stuck in appearance and general physical indicators. It has played a positive role in guiding textile production and sales enterprises to build up product quality, enhance market competitiveness, protect consumers' health and safety more effectively, and respond to international trade protection in a calm way. This is also consistent with China's "12th Five-Year" development plan in terms of enterprise transformation and consumer goods market supervision.

"Eco textile technical requirements", "technical requirements of environmental labeling products, eco textiles" and "limits and determination of 23 kinds of harmful aromatic amines in dye products" and other standards, most of the equivalent values from the index to the detection method have adopted some Oeke-Tex 100 and international standards. Their classification methods and requirements are basically the same. According to the production and product status in China, only some technical requirements and indicators have been adjusted.

EU, US and China's eco textile label regulations and standards

From the comparison between China's eco textile labeling standards and the EU's eco textile label system, we are consistent with some of the standard test indicators with the European Union's eco textile Eco-label standard and Oeke-Tex 100 test index, and do not have a comprehensive and comprehensive standard of the EU. At the same time, the European Union and the United States will also have many relevant laws and regulations to enforce the requirements, while our country implements the standard system, and a considerable number of them are recommended standards.

The European Union, the United States and other eco textile regulations and standards have a serious impact on the export of Chinese textiles, which is bound to cause our textile exporters to pay a high price and deserve our attention. In the long run, the implementation of eco labelling is of great significance to global environmental improvement.

The development trend of eco textile labels in China from the perspective of EU eco textile labels

At present, most enterprises in our country have just built up the consciousness of ecology and environmental protection in the process of production and processing. Based on the financial, cost, technological ability, environmental protection and other factors, if there is no external pressure and requirements, self-consciousness is far from enough. Therefore, for the healthy development of textile industry, improving the quality of products and enhancing the competitive ability in the international market, and in order to protect the environment and benefit mankind, we must actively keep abreast of the general trend of international market development, and study and respond to the new concept of technological development, so as to truly develop and revitalize China's textile industry. In the near future, we should try our best to do the following work:

1. establish an ecological standard system that is in line with international standards. Government departments should cooperate with the quality and technical supervision departments to put forward scientific policy proposals on the eco textile labeling system implemented by the European Union and other countries. For example, we should establish and perfect our country's textile ecological standard system, determine the corresponding institutions and authorized certification procedures, the advantages of evidence collection, and so on, so as to integrate with the international standards as soon as possible.

2., strengthen the standardization construction. Actively participate in international standard setting, and intensify efforts to support research on important technical standards, such as hazardous substance content standards, product flame retardant standards, product safety standards for consumers, and the combination of standards with scientific research, development, design and manufacture, and accelerate the transformation of advanced foreign standards to domestic standards.

3. encourage enterprises to carry out ISO quality system certification, production certification, environmental protection and ecological certification, and guide enterprises to run environmental protection and safety concepts throughout the production chain of product design, raw materials, production, processing and finishing, and strictly control quality, so as to enhance the competitiveness of China's textile enterprises in the international market.

4. pay attention to the changes and development trends of the international market. From the long-term interests, we should step up publicity efforts, strengthen exchanges and cooperation, and keep abreast of the new trend of international organizations' "green barriers" in the field of textiles and clothing. And on the basis of conditions, actively apply for internationally recognized eco labels for textile and clothing, such as the Oeke-tex 100 label and the European Union eco label (Eco-label).

5. to establish and improve the early-warning mechanism of technical barriers to trade in the textile industry. China should establish and perfect early-warning mechanism for technical barriers to trade in textiles, set up specialized institutions to collect, consult and manage technical barriers to trade, and strengthen research on technical standards, technical regulations, standards, policies and contents of developed countries and major trading partner countries, so as to avoid falling into the trap of technical barriers to trade.

In today's economic globalization, in the face of the surging green wave, our textile industry must have enough sensitivity and foresight. We must fully realize that simple quantity growth is not the goal pursued by China's textile exports. Improving the technological content of products and developing ecological textile are our development directions. Establishing and perfecting our country's textile ecological standard system and improving the early-warning mechanism of technical barriers to trade in textile industry is an important prerequisite for the development of our textile industry in the international market, and is of great significance for promoting the true development of China's textile industry.
