What changes will be made in the use of subsidy funds this year as the subsidy targets and modes are adjusted?

First, the use of funds.

The formula of fund allocation: 1.. The amount of area subsidy fund of a prefecture (city) in four prefectures and cities in southern Xinjiang = the total amount of subsidy funds in the whole district in the year 10% * the basic farmers' annual cotton planting area approved by the Autonomous Region Government in the southern part of Xinjiang, the basic farmers' total cotton planting area in the four prefectures and prefectures in the southern part of Xinjiang.

Two, capital appropriation

From the perspective of "measures", the allocation and subsidy standards of funds have changed. This year's subsidy funds will also achieve "one pre allocation and one liquidation".

The liquidation funds were allocated by the Finance Department of the autonomous region in the early February in accordance with the total amount of the central clearing funds, the balance funds of the autonomous region, the cotton planting area of the four basic farmers in the southern Xinjiang, and the sale of seed cotton as of January 31st.

After the release of the pre allocated subsidy funds, the Finance Department of the autonomous region will be allocated to the local (state and municipal) financial bureaus at the Agricultural Development Bank of the same level within 10 working days, together with the development and Reform Commission, the agriculture department and the Quality Supervision Bureau.
