In August 2012, Hangzhou became one of the first batch of 5 pilot cities for cross border trade e-commerce services. We formulated and began to implement the work plan of building service platforms, innovating supervision methods, formulating standards and norms, improving trade services, promoting industrial agglomeration, cultivating demonstration enterprises, and upgrading financial services.

In September 2013, before the establishment of the Shanghai Free Trade Zone, Hangzhou put forward the plan to build "cross-border e-commerce FTA" to the relevant ministries and commissions of the country.

In January 2014, the first document of Hangzhou proposed to "explore the construction of an online free trade pilot area", and in March the national "two sessions" suggested that China will be set up.

The online free trade pilot area is listed as the national strategy.

Subsequently, a working group was set up with the General Administration of Customs to carry out basic research and programming.

According to the approval document set up by the State Council for the comprehensive examination area, Hangzhou's mission is to focus on the "first trial" of cross border e-commerce pactions, payment, logistics, customs clearance, tax rebate, settlement and other aspects, such as technical standards, business processes, regulatory mode and information construction.
